NCSOFT's October 7 global patch notes describe a dedicated free shop for Founder’s Pack owners to claim eligible items on their other characters and servers. The available items depend on the pack tier purchased. This is the delivery method following the October 3 cosmetics announcement.
The Ultimate cosmetics include the Moonlit Aria armor skin, Black Dragon pet and Blazing Sun wings.
Which rewards can other characters use?
The publisher names these eligible cosmetics in the October 3 announcement:

The 30-day membership, Daeva's Campaign Supply Chest, Daeva's Styling Chest and their contents remain excluded. Choosing another character or server does not grant another copy of those one-time benefits under this change.
The Deluxe armor and weapon skins qualify for other characters; the pictured membership and supply chests do not.
How the free shop works
The October 7 patch notes say the dedicated shop supplies items the character does not already own, according to the account's purchased tier. The shop is intended for all characters on all servers and remains available until the publisher announces its closure. The notes do not give a closing date.
The update also addresses duplicates. Already-owned pack items are not meant to be purchased again. A way to discard duplicate items that remain in the inventory is described as a later addition. Duplicate skins acquired through the free shop do not count against the paid-skin purchase limit; a further fix to duplicate entries is also planned. Do not treat a duplicate inventory entry as a second paid entitlement.
For a new character, check the free pack shop and the tier associated with the account before spending currency on a cosmetic already included in that pack. The announcement does not describe a second paid purchase as necessary to use the eligible cosmetics on another server.
What happened to pack upgrades?
The October 3 announcement said PURPLE owners could upgrade their tier. It also said Steam owners purchasing a higher tier on the same account could request a refund of the lower tier through Customer Support, with the exact process to follow. That announcement is not confirmation that a refund has been processed or that a new purchase is currently available. The original pack notice lists an October 5 end to the pack sales period. Use the publisher's current support instructions for an existing purchase; do not buy a duplicate based only on the earlier promise.
These are global Founder’s Pack rules. They do not change the server-storage or membership rules for ordinary Taiwan equipment.
